Prime Minister Hamza unveils Performance-based Pay Reform for Somalia’s civil servants

Mogadishu, Somalia – April 21, 2025 – Somali Prime Minister Hamza Abdi Barre has officially launched the implementation of the National Civil Service Pay and Grading Policy, a groundbreaking reform aimed at enhancing governance, transparency, and efficiency across Somalia’s public institutions.

Speaking during a high-level ceremony in Mogadishu, Prime Minister Barre hailed the policy as a turning point for Somalia’s civil service, replacing the outdated salary framework with a performance-based system designed to reward merit and foster accountability.

“Today marks a historic milestone for Somalia and its public servants,” the Prime Minister stated. “This policy is one of the most transformative reforms adopted by our government. It is a victory for good governance and a call for all civil servants to serve with integrity and accountability.”

The Pay and Grading Policy is a key component of Somalia’s broader National Reform Agenda, which seeks to modernize public administration, promote fairness, and improve service delivery across the country.

Central to the reform is a new 1,000-point grading framework that assesses civil servants based on four critical pillars: education and experience, level of responsibility, physical and mental effort, and working conditions.

Public sector roles will now be structured into eight grades (A–G), with clear, standardized criteria ensuring merit-based recruitment and career advancement. Salaries and promotions will be directly linked to measurable performance, eliminating favoritism, nepotism, and political interference.

Prime Minister Barre emphasized the government’s commitment to protecting the rights and dignity of civil servants, describing the new policy as a cornerstone in the effort to build a professional, modern, and capable public administration.

“This reform is not just about pay—it’s about restoring trust in our institutions and delivering better services to our people,” he said.

The launch of the policy marks a major step forward in Somalia’s journey toward institutional transformation and sustainable development.
